Yes, environment variables seems don't work, so try something like this:
cmake -DCMAKE_BUILD_TYPE=release
-DPYTHONLIBS3_LIBRARY=/mnt/Red/progs_for_cantor/Python-3.7.2/libpython3.7m.a
-DPYTHONLIBS3_INCLUDE_DIR=/mnt/Red/progs_for_cantor/Python-3.7.2/Include ..
But with your paths for Anaconda.
