Same thing on my system.
I exported, via the "global shortcuts" kcm, the global shortcuts that I created
to open Dolphin and Konsole,
I imported the shortcuts scheme to another user account on my system and
nothing happened. The "imported" shortcuts not even are listed in the "global
shortcuts" kcm.
