That's not what bottom part is about, the bottom part is a popup that shows
before the actual effect, that is indeed only available if you're using 'Take
activity into account' (and has been for a long time). Since it's the popup
that tells "don't use mouse/keyboard for N seconds", and there's no way for
the popup to know if you're using the mouse/keyboard if you don't enable 'Take
activity into account'
