when an offline update fails it leaves behind status information. this
information should be displayed very prominently since the system may be in a
bad state
STEPS TO REPRODUCE
1. have offline upgrade fail
2. log into rebooted system
OBSERVED RESULT
no error indication yet stuff is crashing
EXPECTED RESULT
indicate error
