May have found the "no core dump" problem:
openSUSE systemd Coredump is compiled with "Storage=external" - meaning cores
will be stored in /var/lib/systemd/coredump/.

Unfortunately /var/lib/systemd/coredump/ is not world writeable - therefore:
# coredumpctl list
TIME                            PID   UID   GID SIG COREFILE  EXE
Tue 2019-04-23 08:56:29 CEST   4425  1000   100  11 none     
/usr/bin/plasmashell                                      
Tue 2019-04-23 09:00:14 CEST   4654  1000   100  11 none
