Actually the size of the icon is a consequence of frame size. Just notice the space below icon title "Konsole" and on the left and on the right side of the icon on attached "Plasma 5 icon frame size" screenshot. It also causes the space between icons much bigger than necessary because of this wider frame. In this screenshot Home and Trash could be closer to each other if frame wasn't so wide.
