Yes

I run Dolphin 18.12.3-lp150.164.3.

If I go in "Dolphin settings" (Ctrl+Shift+,), a "Dolphin preferences" window
appears. Then in the "Confirmations" tab there is a checkbox for "Moving files
or folders to wastebin". I unchecked it and it works perfect: If I drag a file
to the trash, the file goes in the trash.

In this same tab, there is no question about confirming the movement of a file.
Dragging a file from one folder to the other or from one folder to the desktop
opens a pop up menu with this content: "Move here, copy here, link here,
etc...". This is really user-hostile and I can't find a way to disable that
behavior to make the system more friendly.
