Update to freedesktop runtime is available, but the update notifier remains
hidden in the system tray and its icon is not overlapped by a blue dot.
STEPS TO REPRODUCE
1. open discover when there is update only to a flatpak runtime

OBSERVED RESULT
update notifier remains hidden in the system tray and its icon is not
overlapped by a blue dot.
EXPECTED RESULT
update notificer unhides and it is overlapped by a blue dot.
