STEPS TO REPRODUCE
1. search for "desktop effects" kcm in the apps launcher and open it
2. search for "fall apart" effect and enabled it
3. close the "Desktop effects" kcm
OBSERVED RESULT
notice that the effect did not work when you closed the standalone kcm.
Open Dolphin and close it: now the effect works.
EXPECTED RESULT
"Fall apart" effect works with standalone KCMs
