I suspect a broken Windows installation or a corrupted something in your system. Here, i run Windows 7 and Windows 10 in virtual machine to test the Windows installer and the application. I never seen something like this. I recommend : 1/ to take another computer with a fresh Windows (7 | 8 |10). 2/ to install the last stable 6.0.0 as 5.x start to become really an older version. Take a care that 6.x come with a new database schema which will be migrated from 5.x at first run. You will be not able to go back to 5.x later.
