The current hover effect is really faint. The icon just lights up a little -
you can barely tell what you're about to click on. This makes needlessly hard
to see where the mouse is on the dock, especially if you're not using the
"zoom" feature. People with poorer eyesight than mine might find it unusable
for this reason.

It should be like menubars, lists and Windows dock. Imagine hovering over a
menubar and just seeing the text change color slightly. Such a menubar would be
unusable, because you would get no no visual feedback regarding the position of
the cursor. This is why Menubars change the color of the text background when
you hover over an item. Windows dock is the same. It's makes selecting the
right icon much more precise - you always know what you're about to click on.

Current behavior: Right now only the icon lights up on hover, very slightly.


Proposal: Add a new hover effect. on mouse hover, the icon's **background**
changes / lights up. This would be same as the hover effect on a menu.
