downgrade to 18.08.3 resolve problem
STEPS TO REPRODUCE
1. Open krusader both panels on remote sftp host
2. Select sufficiently large file (> 1Mb) and copy it from left panel to right
OBSERVED RESULT
zero size file with extension .part
