This effect was probably introduced or factored out of another effect in the last major KDE release because I did not have this behavior before. In my opinion – at least in case of the combo box – this is not the intuitive place to look at if one does not know the technical background. Maybe it helps to add a note in the configuration dialog of the widget style.
