I have exactly the same issue with the 19.04BETA.
Do not use 19.04Beta at the moment.
The Beta has no Kdenlive-icon and the released version has a Kdenlive-icon.
If I understood you correctly both versions point to the same EXE.
Please delete all your Kdenlive versions completely (If you have problems see
here:
https://userbase.kde.org/Kdenlive/Manual/Windows_Issues#Kdenlive_cannot_be_uninstalled).
Download the released version 18.12.1 and install it. This version should run.
