It's probably a one-liner (for the settings dialog and the initial settings wizard). I know a lot of people who never resize (or even maximize) windows, even browser windows, and resort to scrolling all the time - and some then think the application is "confusing". Not in a bad way, they just never get the idea they can resize windows. Maybe because they come from smartphones where this problem simply doesn't exist.
