I recompiled kdeconnect on Gentoo with support for libmouse or something like that, and I can now control the mouse. I am unable to type with the keyboard, but I suspect it's a bug on the Android side and 9.0 (I saw a commit on the Android app changing some behavior to fix 9.0 Android devices).
