SUMMARY
Double-clicking desktop items in Desktop Folder view does not activate them
unless there is an open window visible on the screen (not minimized).
STEPS TO REPRODUCE
1. Require double-click to activate items
2. Set desktop to folder view
3. Place an item on the desktop
4. Minimize or close all windows
5. Double click an item on the desktop
OBSERVED RESULT
The item does not open.
EXPECTED RESULT
The item should open.

ADDITIONAL INFORMATION
Single click works even with all windows minimized. Double click works if
windows are open.
