KDevelop 5.3.1 had this problem on two Windows 7 computers. I tried restarting
my system, no help.
If I use Control Panel | Programs and Features to uninstall KDevelop, then the
installation works OK. It couldn't handle a lock file that existed from the
prior version of KDevelop, but after restarting the program, that error seemed
to go away.
