This is not a Kaffeine issue. It is a packaging issue. Kaffeine's build
environment allows to build it with and without Digital TV support.
In order to be built with Digital TV, the v4l-utils development package should
be installed, with libdvbv5 support.
If you're building it yourself, please install it. Otherwise, if you're running
a package built by Neon distribution, you should file a bugzilla for them to
add the optional dependency there.
