Checking "Hide splash screen on startup" under General krita configuration does
absolutely nothing. On program start it still shows up. IIRC, on 4.16 it used
to work correctly for me (on Windows 7) and hide it, now the behaviour is
exactly the same with the box checked or unchecked.
STEPS TO REPRODUCE
1. Start Krita and check "Hide splash screen on startup" under
general/miscellaneous settings
2. Restart Krita
3. Observe splash screen is still there.
OBSERVED RESULT
Splash screen visible.
EXPECTED RESULT
Splash screen hidden.
