STEPS TO REPRODUCE
1. Start some live USB that has Discover preinstalled or just
2. Start Discover without connecting to internet.
OBSERVED RESULT
Empty 'Featured' apps list appears
EXPECTED RESULT
For example 'Installed' apps list appears
