SUMMARY
Menu and navigation bar cannot be hidden at the same time. This makes it
impossible to lock down Falkon for use in a kiosk application.

STEPS TO REPRODUCE
1. View/Toolbars
2. uncheck "Menu Bar" - menu bar disappears as expected
3. uncheck "Navigation Toolbar" - navigation bar disappears as expected

OBSERVED RESULT
Unexpectedly, in step 3., the menu bar reappears without being ordered to do
so.

EXPECTED RESULT
Menu bar and navigation bar both follow their visibility settings.

ADDITIONAL INFORMATION
This has already been discussed years ago in Qupzilla bug #781.
It may be wise to prevent users from logging themselves out by clicking the UI.
On the other hand, even settings made in the configuration file (e.g.
.config/falkon/profiles/default/settings.ini) are not honoured. Even worse, the
config file is rewritten with the changed settings.

I don't think it can be argued that settings in a configuration file cannot be
honoured to prevent unsuspecting users from locking themselves out.

I propose having Falkon behave as configured in the configuration file. This
would open up the possibility to use Falkon in kiosk applications.
