I had this same issue, and I suspect it had to do with the missing password
prompt for the required sudo after locking and unlocking the screen. The task
was left to wait for sudo password, but the popup window for asking of the
password wasn't accessible anymore.
Remedy:
After killing the plasma-discovery task and starting the updates again, the
needed elevation password was prompted again and the updates were installed
successfully.
