I have no sorting setting in the task manager, so when I open for example
Firefox and then Dolphin, Firefox is listed first and Dolphin is second in the
task manager. If I want to swap their position, so Dolphin goes to the left and
gets first in the task manager and Firefox second, I am not able to do that
cause Plasma will not let me do it. When I click on and hold Dolphin and try to
move it before Firefox (more to the left), so it gets first, nothing happens
and Dolphin is still the second in the task manager.

Reproducible: Always

Steps to Reproduce:
1. set task manager not to sort programs by any way
2. open Firefox and then open Dolphin
3. try to grab and move second program and swap their positions

Actual Results:  
nothing happens, programs stay on they previous position in the task manager

Expected Results:  
programs positions in the task manager should be swapped
