K3b 17.12.3 will lock up with 100% CPU when clearing a Video DVD project - same as the other cases. I also tried creating the various other types of projects available on the selection list. I started K3b, created a project then cleared the project then closed K3b to start clean. NONE of the other types of projects caused K3b to lockup.
