(2) is not totally a DOWNSTREAM matter because we as UPSTERAM should require or at least suggest they to follow. Asking a user to persuade every distro out there is not only weak in voice, but also impossible considering the resource one person can do. (3) is not DOWNSTREAM and I believe it is a valuable point for KDE systemsettings to consider.
