SUMMARY
This started after updating to plasma 5.14.0. Was working in 5.13.
Also there is discussion on reddit where people have same problem:

STEPS TO REPRODUCE
1. trigger 'Special Application/Window Settings' menu
2. change something
3. click 'Ok'
