STEPS TO REPRODUCE
1. Ensure you start without any shortcut scheme modifications.
2. Hover over Fill tool, observe the lack of (F) in tooltip compared to other
tools like, for example Crop has "Crop (C)" in the tooltip.
3. Modify settings->configure Krita->short cut schemes, you can modify any
shortcut, as long as you modify one. Mine was removing the shortcut on
'activate last layer'
4. Now go back to the tooltip for Fill, it now has a (F) in it.
