Now I disabled PLASMA_USE_QT_SCALING, and the white bar was gone. As for the PLASMA_USE_QT_SCALING itself, I enabled it because Plasma panel and context menu icon would be very small otherwise. It looks like Plasma devs are fixing bugs so that Plasma can eventually use Qt scaling.
