I think this was working in Xenial, was broken in Artful, and is still broken
in Bionic.
To reproduce the problem:
1. Bring up https://julialang.org/community/
2. Bring up the "Discourse forum" link in a new tab
3. In the Discourse forum, click on the GPU link.
The URL bar is now https://discourse.julialang.org/c/domain/gpu . The back
button is gray; it should be blue, since I got there by clicking on a link in
the same tab. The up arrow was gray to start with, but turned blue after I
clicked on various tabs.
The same thing happens on YouTube. Bring up youtube.com and click on a video.
You should be able to get back to youtube.com by hitting the back button. You
can't. You have to click on the link in the upper left.
