Then we have a normal boring bug.
Can you run xev and capture output of pressing the key?
Can you also see if plasma magically behaves if you restart kwin_x11
mid-session after the keyboard is set up.

Lets keep it one bug per report and focus this one on meta activation not
working after meta+alt are swapped
