I have this on Manjaro, Plasma 5.13.4 qt 5.11.1, Framework 5.48.0
4.14.65-1-MANJARO #1 SMP PREEMPT Sat Aug 18 13:29:56 UTC 2018 x86_64 GNU/Linux
I have notification sounds muted in sound system settings:

and I also switched off all sound notifications in notifications section of
system settings.
Yet, I get sound notification in two cases:
1) in gtk2 application cherrytree - use Ctrl+end to go to the bottom of note
page and press again "by mistake" ctrl+end and you will hear beep sound. Also
go to note page down and just use down ↓ arrow again when mouse cursor is in
the last line. You will hear beep sound.
2) when I installed fonts in wine from here
https://sourceforge.net/projects/corefonts/files/the%20fonts/final/
after every successful installation program shows message that it was installed
and then I hear beep sound.
I don't know but it may be worth checking if this problem is related to other
problems that Plasma have with saving / respecting settings:
