Open System Settings
Go to something like 'Application style/Window Decorations'
Click on 'Get New Decorations'
It works except you get 'UnknownOpenCollaboration Service API error. (999)
Now close that and go to 'Workspace Theme/Desktop Theme
Click 'Get New Themes'
If fails with 'Loading id providers from file :
https://download.kde.org/ocs/providers.xml failed
Close System Settings
If you now reopen it and go to 'Workspace Theme/Desktop Theme
Click 'Get New Themes'
It works except you get 'UnknownOpenCollaboration Service API error. (999)
It seems the first thing you try and get 'New Something' works subsequent ones
fail unless you restart System Settings
