I can confirm this bug -- running KDE via Ubuntu 18.04.
Note that themes can be installed via "Install Skin", but can't be installed
via the "Get New Skins" theme installer that downloads the theme directly.
I don't know what the automatic theme installer does, but if it uses KNS, then
this bug could be a duplicate of bug #395012.
