This seems to match spectacle.git/desktop/spectacle.khotkeys, and the section label makes sense. - The "Global Keyboard Shortcuts" KCM, component "KDE Daemon" (I believe in earlier version there was a separate component "System Settings Module", which has since been merged into "KDE Daemon"). I guess KDED is actually responsible for making KHotKeys work these days, but for users that category can be a bit surprising. Both locations seem to be in sync when I change shortcuts.
