Example of wierd panel.

I have created a new window rule to remember my window positions. The only
settings in the rule are that the rule applies to normal windows, and to
remember the last position of windows. This causes system panels to appear in
wierd places, like the application launcher or the other system tray icons
panel. See attached example.

Happens in Kubuntu 18.04.
