After reboot, my primary screen becomes secondary and vice versa.

If I look into system settings, what is shown there is what I saved before,
i.e. it shows the setting I want to have, but not the setting that is actually
in effect.

If I then change the primary to the other monitor, i.e. the monitor that
actually is the primary right now, and apply, (correctly) nothing happens.

If I then change back the primary to the monitor I want to use as primary and
apply, everything looks like it should look from the beginning.

.local/share/kscreen/* looks like it should look to me, I'll also attach it.

This is a desktop computer, no monitors are ever added or removed.

This is reproducible with every reboot.
