Given that it errors out on "kcmshell4 webshortcuts" means you do not have Konqueror 4.x installed. The webshortcuts kcm was part of konqueror, and was splitted into kio with the port to Frameworks 5. Instead of installing the older Konqueror, I suggest to install a newer Okular instead.
