I think we have an existing method for users to set this up themselves without
requiring any code changes for frameworks or KDE apps (and it will also work
in non-KDE apps too):
Add the desired folder to the places panel, then right-click on it, click edit,
and check "only show when using this application (<app name>)".
Do you think that would be sufficient for your needs?
