When you change the language in systemsettings, you are informed that
"Your changes will take effect the next time you log in."
It would be even better usability wise, if that dialog would provide the option
to restart the session right away. This might be a minor thing, but it is handy
for non-English speakers while writing bug reports and switching between
languages to get the English dialog texts when you can't use LANG= (e.g.
plasmashell).
