got same problem on 5.12.2.
What I found is that slideshow (scaled, keep proportions) changing blur and
solid colour dosnt change anything in plasma-org.kde.plasma.desktop-appletsrc.
However changing them with wallpaper type Image (scaled, keep proportions)
changes by adding Blur=true, or removing it.
I tryed adding Blur=false whith slideshow but that don't seam to work. I havent
figured out where i can look at "desktop settings" code.
