In Krita 4.0.1 I cannot drag and drop to the DELETE bin icon as you say, it functions as a 'CLICK button' only, to delete the currently selected layer. To me that's unintuitive, but only because I am used to dragging and dropping layers in folders, to different places, and also to delete, in PS- although it can actually be awkward to navigate to that area if your layer list is long. So I will just get used to clicking the DELETE icon instead if it is working as intended. Although in 3.3.3 I could though it was glitching.
