This is similar to 272388, but I'm specifically requesting that someone other
than the original reporter be able to change the severity of a bug,
specifically to wishlist. This seems reasonable, given the relatively recent
change to allow any user to change the status of a bug.
As a workaround, is there a particular phrase that can be used in a comment to
get a bug triager or sysadmin to make the change?
