Confirmed, still an issue in KDE Frameworks 5.45.
The equivalent macOS views allow the whole horizontal area to be used for
selection just like here, but initiating a drag on an "empty" area will start a
rubber band selection. Dragging on the icon or filename will drag that item as
expected.
