OP seems to be inclined to close it. No, since it's not a native panel from plasma. But it [Latte-Dock] does have a few additional behaviours on their own. I would close this right now saying that a similar approach was implemented, but I'm waiting for confirmation on my previous comment #c10 (comment 10) by third parties.
