This file belongs in "~/.config/plasma-org.kde.plasma.desktop-appletsrc". KRunner uses the same search I think as both fail to return a result(so perhaps this isn't a Dolphin bug?) Use KFind, and it will return a result instantly. This is a recent but a query that is easy to reproduce. I have had the same experience with personal files in various locations. Another example. In the home directory, I have a "log.txt" file. I enter into the search field "log"(as well as "log.txt"), I get results but this file is not one of them. There is a "Log.txt" in a nested directory for one of my applications. I can confirm this is not due to file size differences.
