It is /home/raitaro/.local/share/plasma_icons/ Deleting whatsapp.desktop (had no icon as a file) from there didn't make the whatsapp panel entry to disappear, a new file was created that is different from the first and I am not sure why. Now the icon is not pixelated. Keep in mind the icon it was pointing too before was set in ICE but it was still the exact same svg file. Trying to edit this in the menu wasn't working.
