The current situation is that: * X11 will not see any more features * Wayland lacks Activity support in general On Wayland that would be easier to address. There we have a dedicated protocol for Plasma windows already, so we could easily mark them as on all activities without having to go through the window decoration Hack. Unfortunately we don't have activities support yet as there is no clear understanding on where to go with activities from window management perspective and how they relate to virtual desktops. This has been a problem on X11 as well and is certainly part of why this issue did not get addressed.
