Hi Tyler,
I'm sorry, but other programs are not relevant -- it's still not a bug in
Krita, but an issue with the Huion driver. You could try to reset Krita's
settings, Huion's settings, use the or check whether there's a new version of
the Huion driver.
Huion has a special support topic for Krita, too:

But this isn't something we can debug or fix, so I'll have to close this
report.
