Check that the toolbox on the left hand isn't too wide for your screen. If it
is, you can drag the toolbox to be wider and then resize the Krita window. See:

The second issue is probably specific to your system. You didn't tell us which
version of Krita you use or which version of which operating system, but for
instance, certain combinations of Windows 10 updates break the Wacom wintab
drivers with Krita 2.9. You can try the 3.0 alpha to see if that works better.
